I´ve seen pics like this before, but I can´t define precisely where they were shot. 
Two locations come to my mind:
1) That derelict amusement park in the direct vicinity of Tsernobyl? 2) The one in former South East Berlin.
Because of the total absence of people and the high-rise in the distant. Seems like old DDR/ USSR styled apartment blocks to me.
